If you have invested in WOOD shutters, you can get them restored and resprayed. If you have PVC shutters, you can not do this. PVC shutters have to be thrown away, and it takes 5 YEARS FOR CHEAP PVC, AND 15 YEARS FOR THE MORE EXPENSIVE PVC, to decompose.
